Air Quality Planning - CEQA

The California Environmental Quality Act (CEQA) was adopted in 1970 and intended to:

    • inform governmental decision-makers and the public about potential environmental effects of a project;
    • identify ways to reduce adverse impacts;
    • offer alternatives to the project; and
    • disclose to the public why a project was approved.

 The District participates in the preparation and review of environmental documents prepared by the counties of Yolo and Solano, local cities, and other public agencies.  These documents analyze potential adverse air quality impacts from projects, and identify measures to mitigate those impacts. 

On July 11, 2007, the YSAQMD Board of Directors approved a new Handbook for Assessing and Mitigating Air Quality Impacts for use by local agencies, environmental consultants and project proponents. This guidance document will assist lead agencies in preparing adequate air quality analysis in CEQA documents for projects in the YSAQMD. The handbook recommends procedures to evaluate the air quality impacts of proposed projects and mitigate those impacts to acceptable levels. 

This new guidance replaces the YSAQMD 'Air Quality Handbook' that was first published in May 1996 and amended in 2002. Questions regarding the handbook can be addressed to Dan O'Brien, associate air quality planner, at 530-757-3677.
