Confined Animal Facility Permits (CAF) Following a series of ongoing Agricultural Permitting Advisory Committee (APAC) and public meetings, on June 14, 2006, the District Board adopted District Rule 11.2 - Confined Animal Facilities Permit Program to permit and control air pollutant emissions from confined animal facilities (CAFs) pursuant to California Health and Safety Code, Section 40724.6. CAFs are facilities where animals are corralled, penned, or otherwise caused to remain in restricted areas for commercial purposes and primarily fed by means other than grazing. Although Rule 11.2 applies to all CAFs within the District, the permit and emissions mitigation requirements apply only to those operations that meet the definition of a Large Confined Animal Facility. A Large CAF is defined as any operation which exceeds any threshold listed in the table below:
Existing Large CAF operations were required to submit CAF Permit applications by December 14, 2006. Any new Large CAF operation is required to apply for and obtain a CAF Permit prior to beginning construction of the facility. A CAF Permit application and associated supplemental forms can be downloaded from the District website. The forms can be filled-in on your computer, but must be printed out and signed (wet signature) prior to being submitted via mail or hand delivery to the District. |
