EMFAC
The Emission FACtors (EMFAC) model is developed by the Air Resources Board and used to calculate emission rates from on-road motor vehicles from light-duty passenger vehicles to heavy-duty trucks that operate on highways, freeways, and local roads in California. Land Use
Yolo County and a portion of Solano County are part of the Sacramento region designated by U.S. EPA as a Serious Ozone nonattainment area for the federal 8-hour ozone standard. The Sacramento region's 8-hour ozone required attainment date is 2013. Land use project mitigation strategies are important in order to help reach attainment by this date. In 2003, the District, in partnership with the regional transportation agencies, prepared a "Best Practices" handbook titled "Transportation and Land Use Toolkit." The toolkit better describes and illustrates those types of alternative mode projects that should be considered and incorporated into the policies, plans, and projects of the cities and counties.
