Federal Planning Efforts The Clean Air Act states that when an area is designated “non-attainment” for a national ambient air quality standard, specific planning efforts must be undertaken to achieve attainment of that standard by the earliest practicable date. The District has been designated as "non-attainment" for several national air quality standards. In order to meet federal planning requirements, the District must prepare attainment plans for these pollutants. These plans include the District's emissions inventory and control strategies that will be implemented in an effort to attain the national air quality standard. These attainment plans are also referred to as State Implementation Plans (SIP) and are submitted to the California Air Resources Board (ARB) for approval. Once approved by ARB, the plans are then forwarded on to the United States Environmental Protection Agency (EPA) for approval.
