Air Quality Planning - URBEMIS

URBEMIS

The URBan EMISsion (URBEMIS) model estimates air pollution emissions from a wide variety of land use projects.  Instructions to download the model and user’s manual are provided at Urbemis.com web site.  URBEMIS2002 version 8.7 is the most recent version of this model.  In many cases, to help identify whether any of the District’s CEQA threshold of significance would be exceeded, the Lead Agency is encouraged to use URBEMIS to perform quantified, screening-level air quality analysis.  The table below presents size of projects by land use type that may exceed the District’s thresholds of significance for analysis year 2010.  While only long-term emissions (e.g., operation and area-wide sources) were considered in development of the table below, the emissions from construction activities should be considered as well.  Also, note that industrial land use types were not computed for the table, as these land use types require truck fleet and activity information in addition to project size.

1 Thresholds are 82 pounds per day for ROG, and NOx, and 150 pounds per day for PM10.

2 URBEMIS2002 ver. 8.7, assuming 2010 project buildout year, emissions from area and operation sources with no mitigation selected and with following default edits: rural setting selected, architectural coatings emissions factors 0.0049 lbs/sf for residential and 0.0069 lbs/sf for non-residential, 0% open hearth fireplaces and 45% wood stoves.

3 Pass-by trips option switched on where pass-by and diverted-linked trips dominate the percentage of trips assumed with each land use.
