Applies to asbestos demolition/renovations conducted within the District. Your facility and/or company may be subject to this Rule. A summary of the provisions of Rules 9.9, 9.8 and 4.3 follow:
Applicability
This rule is applicable to all renovations or demolitions within the Yolo-Solano AQMD unless exempted. |
Exemptions
This rule shall not apply to renovations or demolitions of single family residential dwellings comprised of four or fewer residential dwelling units, except where the intended use is for residential property with five or more units, or commercial or industrial property, or renovations where the combined amount of RACM is less than 260 linear feet, or less than 160 square feet, or less than 35 cubic feet. |
Standards
Projects not exempted from this rule are subject to specific work standards and practices designed to limit the emissions of asbestos to the atmosphere. The standards apply to demolitions/renovation projects, waste disposal, manufacturing, fabricating, spraying, insulating, roadways, asbestos mills and waste disposal sites. The practices include site surveys, wetting of regulated asbestos containing materials, and physical barriers. |
To limit asbestos emissions to the atmosphere from serpentine rock by prohibiting the use of sale of serpentine rock containing more than one percent (1%) asbestos for surfacing applications.
Applicability
This Rule applies to any owner or operator of a facility that engages in a demolition or renovation as defined in Rule 9.9.

Exemptions
This rule shall not apply to:
a. renovations or demolitions of single family residential dwellings comprised of four or fewer residential dwelling units, except where the intended use is for residential property with five or more units, or commercial or industrial property;
or
b. renovations where the combined amount of RACM is less than 260 lineal feet, or less than 160 square feet, or less than 35 cubic feet. |
Applicability
An owner or operator shall pay a fee for each demolition or renovation submitted to the District. For each project subject to the requirements of Rule 9.9 ASBESTOS, the following fee schedule shall apply: |

ADMINISTRATIVE REQUIREMENTS
Postmark or delivery of the original written notification for any demolition or renovation, shall be provided to the Air Pollution Control Officer. Postmark or delivery of the notification shall be received at least ten working days prior to commencement of setup for demolition or planned renovation; or at least twenty-four hours prior to commencement of ordered demolition; or as early as possible prior to commencement of emergency renovation; or as soon as possible after demolition begins due to burning.
