Air Quality Planning

Federal Plans
For a simple overview of the federal clean air plan including the most recent information on the 8-hour ozone attainment plan, go to:

Clean Air Plan Update.

In 2006, the air districts of the Sacramento Region adopted a “Rate of Progress Plan” for the 8-hour ozone standard. The Plan shows how approved control measure commitments will provide the necessary future emission reduction to meet the federal Clean Air Act requirements for reasonable further progress towards attaining the standard.

State Plans
The California Clean Air Act (CCAA) of 1988 requires areas not attaining state air quality standards to achieve and maintain the state ambient air quality standards by the earliest practicable date. (more)

CEQA

URBEMIS
The Urbemis model estimates air pollution emissions from a wide variety of land use projects. (more)

EMFAC
The Emission FACtors (EMFAC) model is developed by the Air Resources Board (more)

Land Use
Yolo County and a portion of Solano County are part of the Sacramento region designated by U.S. EPA as a Serious Ozone nonattainment area for the federal 8-hour ozone standard. The Sacramento region's 8-hour ozone required attainment date is 2013. Land use project mitigation strategies are important in order to help reach attainment by this date. In 2003, the District, in partnership with the regional transportation agencies, prepared a "Best Practices" handbook titled "Transportation and Land Use Toolkit." The toolkit better describes and illustrates those types of alternative mode projects that should be considered and incorporated into the policies, plans, and projects of the cities and counties.

ULI
Click here for more information at Urban Land Institute (ULI) Sacramento, which offers various presentations, Policy Programs, and in-depth discussions of major issues facing Sacramento, the region, and its stakeholders. The mission of ULI is to encourage a more informed and coordinated planning process addressing the projected growth in the Sacramento region.
