State Plans

The California Clean Air Act (CCAA) of 1988 requires areas not attaining state air quality standards to achieve and maintain the state ambient air quality standards by the earliest practicable date.  Air Districts designated non-attainment for all to prepare an attainment plan (California Health and Safety Code Section 40911).

In compliance with the CCAA, the Yolo-Solano Air Quality Management District prepared the 1992 Air Quality Attainment Plan (AQAP) to address the non-attainment status for Ozone.  The 1992 AQAP was designed to make expeditious progress toward attaining the state ozone standard and contained preliminary implementation schedules for control programs on stationary sources, transportation, and indirect sources, and a vehicle/fuels program.  Please contact the District for a copy of the report.

In addition to being non-attainment for Ozone, the District is also non-attainment for PM10.  While the District is not required to prepare a PM10 attainment plan, the District is required to list particulate matter control measures it considers cost-effective and develop a schedule for their implementation by July 31, 2005 [California State Senate Bill 656 (2003)].  For more information on SB 656 visit http://www.arb.ca.gov/pm/pmmeasures/pmmeasures.htm.

The CCAA also requires that once every three years the District assess its progress toward attaining the air quality standards.  The triennial assessment is to report the extent of air quality improvement and the amounts of emission reductions achieved from control measures for the preceding three year period.  The District shall also review and revise its AQAP, if necessary, to correct for deficiencies in meeting progress, to incorporate new data or projections, to mitigate ozone transport, and to pursue the expeditious adoption of all feasible control measures.
