The Yolo-Solano Air Quality Management District (District) will hold a public hearing on Wednesday, January 10, 2018 at 9:00 AM in the Board Room of the District’s office, located at 1947 Galileo Court, Suite 103 in Davis, CA to consider adoption of negative declarations for four Control Techniques Guidelines (CTGs).
Clean Air Act (CAA) section 182 requires ozone nonattainment areas that are classified as Moderate or higher to ensure its stationary sources are subject to controls that implement Reasonably Available Control Technology (RACT). The Yolo Solano Air Quality Management District (YSAQMD) is classified as a Severe ozone nonattainment area for the 1997 8-hour ozone standard.
The U.S. Environmental Protection Agency (EPA) promulgates Control Techniques Guidelines (CTG) documents that help establish RACT. A negative declaration is a statement that the District has no sources that are subject to the CTGs.
The District periodically reviews CTGs published by the EPA and examines whether the District’s adopted rules have implemented, at a minimum, controls that are reasonably available. The District has reviewed its permitted sources and other documentation and determined that there are no sources subject to the following CTGs within the jurisdiction of the YSAQMD and does not anticipate sources in the following CTGs in the near future.

- EPA 450/3-84-015: Control of Volatile Organic Compound Emissions from Air Oxidation Processes in Synthetic Organic Chemical Manufacturing Industry
- EPA 450/4-91-031: Control of Volatile Organic Compound Emissions from Reactor Processes and Distillation Operations in Synthetic Organic Chemical Manufacturing Industry
