Woodsmoke Reduction Program

The Yolo-Solano Air Quality Management District (District) offers monetary vouchers to residents living within the District who apply to replace their operational, uncertified woodstoves and open-hearth fireplaces with cleaner heating devices. To qualify for this program, your household must be located within the District, which includes all of Yolo County and the northeastern portion of Solano County (including Dixon, Rio Vista, and Vacaville), and you must have a currently operational wood-burning, uncertified woodstove or open hearth fireplace. Additional eligibility requirements vary depending on the type of cleaner device the applicant would like to purchase.

You must not have destroyed your existing wood-burning device or purchased the new device until after the District has issued your voucher. No retroactive rebates are allowed.

  • To be eligible, households must also be located within the federally designated Sacramento Federal Nonattainment Area for fine particulate matter.
  • The standard voucher amount is $2,500 and the enhanced voucher amount is $5,000.
  • Applicants who participate in a low-income program or have a combined household income below low-income thresholds are eligible to receive an enhanced voucher.
  • New devices must be sold and installed by participating retailers. Applicants may request a quote from any of the following participating retailers:

I would like to replace my existing wood-burning, uncertified device with an electric heat pump.

  • To be eligible, applicants must also use their existing wood-burning, uncertified device as a primary source of heat in the winter.
  • The standard voucher amount is $5,000 and the enhanced voucher amount is $10,000.
  • Applicants who live in a state-designated priority population, participate in a low-income program, or have a combined household income below low-income thresholds are eligible to receive an enhanced voucher.
  • Heat pump must be sold and installed by participating retailers. Applicants will be provided with a list of participating retailers after completing an application.

The Heat Pump Program is part of California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work reducing GHG emissions, strengthening the economy, and improving public health and the environment– particularly in disadvantaged communities. The Cap-and-Trade program also creates a financial incentive for industries to invest in clean technologies and develop innovative ways to reduce pollution. California Climate Investments projects include affordable housing, renewable energy, public transportation, zero-emission vehicles, environmental restoration, more sustainable agriculture, recycling, and much more. At least 35 percent of these investments are located within and benefiting residents of disadvantaged communities, low-income communities, and low-income households across California.
